The barn usually gets blocked by two things: Ridge still not offering the construction tab, or your yard still being too crowded to place it. You can have the coins ready and still come away with nothing if the 10x6 space is not clear yet.
Start with Ridge, because he handles the construction menu from his shop in town. Launch guides note that the building category may stay hidden until you move past his early wood and home-upgrade setup. Once the menu is live, the barn costs 4,000 coins and needs a 10x6 empty area around your home.
